Dotnet run fails to connect to sql server

Hangfire 1.7.7
ASP.NET Core
Visual Studio 2019

When run in Visual Studio debugger, Hangfire has no problem connecting to local SqlExpress, creating Hangfire tables, etc.

But dotnet run throws exception :
